Summary of Amhara War Updates for September 2025

Overview 


Between September 1st and 30th, 2025, AWU recorded battle events and human rights incidents across 102 distinct woreda/city administrations in 17 zonal administrations in 3 regions (Amhara Region, Oromia Region, and Addis-Ababa city). 


The month of September marked intense fighting with significant military casualties and shifting control in several strategic areas. This month was marked by the announcement of consolidation of the major sub-regional commands of the Amhara Fano self-defense force and large-scale military operations both from the Fano and the Oromo Prosperity Party (OPP) regime's joint armed forces. 


Over the reporting period, AWU reported 197 battle events across 92 woreda/city administrations in 14 zonal administrations across 2 regions (Amhara and Oromia Regions) resulting in 4,198 regime casualties and 116 Fano casualties.

Over the reporting period, AWU reported 55 human rights incidents across 37 woreda/city administrations in 15 zonal administrations across 2 regions (Amhara, Oromia, and Addis-Ababa) resulting in: 

  • 70 civilians killed; 

  • 92 civilians injured; 

  • 3 cases of CRSV/SGBV; 

  • 30 abductions and 

  • 40 arrests.

While the majority of human rights incidents implicated OPP regime forces, other perpetrators included Tigray People's Liberation Front (TPLF) forces, Oromia Region Special Forces (OSF) and unknown militants.
