Widening patterns of genocidal violence in Ethiopia

Overview
The Amhara Association of America (AAA) expresses concern over renewed patterns of genocidal violence against Amhara communities, followers of the Ethiopian Orthodox Tewahedo Church (EOTC) and other communities by the armed forces of the Abiy Ahmed led Oromo Prosperity Party (OPP) regime and its allies in Ethiopia. This violence has continued amid intensified fighting between forces allied to the OPP regime and those led by the Amhara Fano National Movement (AFNM) under the Ethiopian Peoples’ Forces Alliance for Survival (Alliance for Survival) in northern Ethiopia and the spread of armed conflict from Amhara Region to neighboring Afar and Tigray Regions. Previously reported patterns of abuses continued throughout September and October 2026 months after a flawed national dialogue process and a sham national election, highlighting the need for urgent international engagement to help bring lasting peace and promote transitional justice and accountability.
Patterns of attacks on civilian populations
Since September 2026 AAA recorded 58 human rights violation incidents resulting in 498 civilians victimized including 124 killed and 97 injured. These incidents occurred across 36 district and 11 zonal administrations in the Amhara and Oromia Regions, with all incidents implicating state actors at the federal and regional levels.
Since early September 2026 regime joint forces comprising Oromia Region Forces (including Geda/Gada Commandos, Oromia Special Forces, Oromo militias and other units) and Ethiopian National Defense Force operating in conjunction with irregular forces including Qeerro (ultranationalist Oromo mobs) sustained identity-based attacks targeting ethnic Amhara communities across various districts of East Wollega and Horo-Guduru-Wollega Zones, and neighboring areas of Oromia Region. These attacks caused displacement of thousands of residents, which became stranded under severe humanitarian conditions. Furthermore, displaced residents faced further violence from the same actors. Media reports indicated a resumption of deadly violence since mid-October 2026 centered in Arsi Zone where Oromo militants carried out killings and abductions targeting followers of the EOTC across concurrent incidents.
Since mid-October 2026 regime joint forces including Oromia Region Forces carried out widespread attacks against non-Oromo communities in areas bordering Oromia Region. These attacks have involved civilian killings, destruction of residential homes, extensive property losses, abductions for ransom, territorial incursions, and mass displacement. According to information received by AAA, violence targeting Sodo/Kistane Gurage communities in Sodo District (Gurage Zone, Central Ethiopia Region) occurred during this period including a deadly incident on October 10 which left numerous civilians killed and a church looted. The violence in Sodo District followed earlier patterns of violence dating back years prior. Since October 30, 2024, it is estimated that over 125 civilians were killed in this district in similar incursions by militants. Media reports also indicated inter-communal violence between Oromo-Somali communities in Moyale Town, near the Ethiopia-Kenya border. This violence has involved regime allied forces carrying out deadly attacks on civilians, and property destruction resulting in large-scale displacement.
In late September 2026, fighting intensified in northeastern Amhara and spread to neighboring Tigray and Afar Regions. As a result, violence against civilians intensified across districts within the Raya territory including Raya-Kobo, Alamata, Raya-Alamata, and surroundings. Notably, casualties were attributed to indiscriminate artillery shelling by regime joint forces and Tigray Region Forces. During this period, regime joint forces facilitated the transfer of control over districts in the Raya territory to the Tigray Peace Force (TPF) and affiliated groups which continued identity-based attacks, persecution and harassment targeting Amhara residents.
Over the reporting period, AAA recorded more than 24 aerial strikes across 14 districts and six zones in the Amhara Region. These attacks included drone and jet bombings carried out by the Federal AirForce under Lt. Gen. Yilma Merdassa. These attacks disproportionately targeted education facilities resulting in dozens of civilian casualties including children and extensive property losses. For example, on October 20 a Federal Airforce drone attack struck Sana Primary School in Dera District (South Gonder Zone) during school hours. According to preliminary accounts, a significant number of children were among the casualties. AAA also received footage which appeared to show the aftermath of the attacks displaying fleeing residents.
Ongoing arbitrary detentions, abductions and forced conscription
Since September 2026, AAA recorded six incidents involving 277 arbitrary detentions and abductions across six districts and five zonal administrations in Amhara and Oromia Regions implicating state actors. These incidents were recorded in Kobo, Alamata, Dera, Enemay, Wegera, and Gida-Ayana districts of North Wollo, North Shewa, East Gojjam, Central Gonder, and East Wollega Zones. Victims included education workers, internally displaced families, and persons accused of familial relation to AFNM personnel. Furthermore, abductions were attributed to ongoing forced conscription of residents (including youth) by state actors.
The majority of arbitrary detentions were attributed to an incident in early September 2026 in Gida-Ayana District of East Wollega Zone (Oromia Region). The incident involved a heavy artillery attack on internally displaced residents taking refuge in a shelter after which state actors entered the site and detained over two hundred residents including mothers, children and elderly persons. AAA was unable to verify the status of the detained persons due to ongoing network blackouts. Further, in mid-October 2026 media reports indicated militants abducted residents in separate incidents across Shirka and Honqolo-Wabe districts of Arsi Zone (Oromia Region).
State repression and delegitimization of political grievances
In a previous statement, AAA reported that hundreds of Amhara political prisoners detained for more than three years were facing coercion to admit to crimes they denied under assurance of release. Among the political prisoners were opposition figures, doctors, lawyers, independent journalists, and others targeted for their ethnic Amhara identity and/or political views. Notably the coercion process was reportedly facilitated by Berhanu Adelo, Chief Commissioner of the state-funded Ethiopian Human Rights Commission (EHRC). While numerous detainees were released under this framework, in late September 2026, over twenty-nine high-profile prisoners of conscience were transported to various holding areas in Kilinto, Kaliti and Aba-Samuel Prisons, facing continued harsh and inhumane conditions putting their lives at great risk. The most severe case was of prisoner of conscience Dr. Wondwossen Assefa who was held in extreme conditions despite preexisting health conditions which affected his health. These actions represent a continued and concerted effort to delegitimize genuine political grievances expressed repeatedly through peaceful means over many years.
Since the reescalation of fighting in the northern part of the country, residents of the Raya territory have continued to suffer recurrent human rights abuses, repression, displacement and related humanitarian challenges. Since the transfer of administrative control of the territory to the TPF and affiliated groups (Simret and Raya Democratic Party) residents have continued to suffer abuses on the basis of their Amhara identity and/or affiliation to the EOTC. Affected areas include Alamata, Raya-Alamata, Raya-Bala, Korem, Ofla and surrounding administrations.
Recommendations
AAA continues to call on influential nations, international agencies and human rights organizations to join in condemning emerging patterns of human rights violations in Ethiopia, including direct condemnation of the OPP regime and allied groups. AAA also calls on international partner nations and monetary institutions to cease any and all monetary assistance which may be directed towards the procurement of military equipment to be used to commit further abuses. Additionally, partners are urged to utilize diplomatic tools such as targeted sanctions to encourage respect for human rights, and promote peace and stability within Ethiopia.

የአማራ ማኅበር በአሜሪካ በአቢይ አሕመድ በሚመራው የኦሮሞ ብልጽግና ፓርቲ አገዛዝ እና በአጋሮቹ አማካኝነት በአማራ ማኅበረሰብ፣ በኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን ተከታዮች፣ እና ሌሎች ማህበረሰቦች ላይ በድጋሚ ባንሰራራው የዘር ማጥፋት ጥቃት ላይ ያለውን ሥጋት ይገልጻል። ይህ ጥቃት በሰሜን ኢትዮጵያ በኦሮሞ ብልጽግና ፓርቲ አገዛዝ አጋር ኃይሎች እና በኢትዮጵያ ሕዝባዊ ኃይሎች ትብብር (ትብብር ለሕልውና) ሥር በአማራ ፋኖ ብሔራዊ ንቅናቄ (አፋብን) በሚመሩ ኃይሎች መካከል የተካሄደው ውጊያ ባየለበት፣ እንዲሁም የጦርነቱ ግጭት ከአማራ ክልል ወደ አጎራባች አፋር እና ትግራይ ክልሎች በተስፋፋበት ወቅት የቀጠለ ነው። ከዚህ ቀደም የተመዘገቡት ጥቃቶች፣ ሐሰተኞቹ የብሔራዊ የምክክር ሒደት እና ብሔራዊ ምርጫ ከተካሄዱ ከወራት በኋላ በሴፕቴምበር እና ኦክቶበር 2026 (ከነሐሴ 26 ቀን 2018 ዓ.ም ጀምሮ) የቀጠሉ ሲሆን፣ ይኽም ዘላቂ ሠላም ለማስፈን፣ የሽግግር ፍትሕን እና ተጠያቂነትን ለማስፋፋት አጣዳፊ ዓለም አቀፍ ጣልቃ ገብነት እንደሚያስፈልግ ያመላክታል።
በንፁሀን ላይ የሚፈጸሙ ጥቃቶች አዝማሚያዎች
የአማራ ማኅበር በአሜሪካ ከሴፕቴምበር 2026 (ነሐሴ 26 ቀን 2018 ዓ.ም.) ጀምሮ 498 ንፁሀን ሰለባ የሆኑባቸዉን 58 የሰብአዊ መብቶች ጥሰት አጋጣሚዎችን መዝግቧል፤ ከነዚህም ውስጥ 124 ሰዎች የተገደሉ ሲሆን 97 ያህሉ ደግሞ ቆስለዋል። እነዚህ አጋጣሚዎች በአማራ እና በኦሮሚያ ክልሎች በሚገኙ 36 ወረዳዎች እና 11 ዞኖች አስተዳደሮች ውስጥ የተከሰቱ ሲሆን፣ በፌደራል እና በክልል ደረጃ ያሉ የአገዛዙ አካላት ተሳትፈውባችዋል።
ከነሐሴ 2018 ዓ.ም. መጨረሻ ጀምሮ የኦሮሚያ ክልል ኃይሎችን (ገዳ ኮማንዶ፣ የኦሮሚያ ልዩ ኃይል፣ የኦሮሞ ሚሊሻ፣ ወዘተ) እና የኢፌዴሪ መከላከያ ሠራዊትን ያካተተው የአገዛዙ ጥምረ ኃይል እንደ ቄሮ (የኦሮሞ አክራሪ ብሔረተኛ ቡድኖች) ካሉ መደበኛ ያልሆኑ ኃይሎች ጋር በመተባበር በምሥራቅ ወለጋ እና በሆሮ ጉዱሩ ወለጋ ዞኖች በተለያዩ ወረዳዎች እና በኦሮሚያ ክልል አጎራባች አካባቢዎች በሚገኘው የአማራ ማኅበረሰብ ላይ የማንነት ተኮር ጥቃቶችን ፈጽመዋል። እነዚህ ጥቃቶች በሺዎች የሚቆጠሩ ነዋሪዎችን መፈናቀል ያስከተሉ ሲሆን፣ ተፈናቃዮቹም በጽኑ ሰብአዊ ችግር ውስጥ ተዘፍቀው ይገኛሉ። በተጨማሪም ተፈናቃዮች በእነዚሁ አካላት ተጨማሪ ጥቃት ደርሶባቸዋል። የመገናኛ ብዙኃን ዘገባዎች እንደሚያመለክቱት በጥቅምት 2019 ዓ.ም. መጀመሪያ ላይ በአርሲ ዞን በኦርቶዶክስ ክርስቲያን እምነት ተከታዮችን የሚካሔዱ ጥቃቶች እንደገና ያንሰራሩ ሲሆን፣ የታጠቁ አካላት በተከታታይ ግድያዎችንና እና እገታዎችን ፈጽመዋል።
ከጥቅምት 2019 ዓ.ም. ጀምሮ የኦሮሚያ ክልል ኃይሎችን ጨምሮ የአገዛዙ ጥምረ ኃይል ከኦሮሚያ ክልል ጋር በሚዋሰኑ አካባቢዎች በሚኖሩ ኦሮሞ ባልሆኑ ማኅበረሰቦች ላይ ሰፊ ጥቃቶችን ፈጽመዋል። እነዚህ ጥቃቶች የንፁሀንን ግድያ፣ የመኖሪያ ቤቶች ውድመትን፣ ከፍተኛ የንብረት ውድመትን፣ ለካሳ/ለእገታ ገንዘብ ሰዎችን ማገትን፣ የወሰን ጥሰቶችን እና ሰፊ የሕዝብ መፈናቀልን ያካተቱ ነበሩ። ለአማራ ማኅበር በአሜሪካ በደረሰው መረጃ መሠረት፣ መስከረም 30 ቀን በርካታ ንፁሀን የተገደሉበትን እና ቤተክርስቲያን የተዘረፈበትን ጨምሮ በሶዶ ወረዳ (ማዕከላዊ ኢትዮጵያ ክልል፣ ጉራጌ ዞን) በሚኖሩ ሶዶ/ክስታኔ ጉራጌ ማህበረሰቦች ላይ ያተኮሩ ጥቃቶች ተፈጽመዋል። በሶዶ ወረዳ የተፈጸመው ጥቃት ቀደም ሲል የነበሩትን የዓመታት የጥቃት ዘይቤዎች የተከተለ ነው። ጥቅምት 20 ቀን 2017 ዓ.ም. ጀምሮ በዚሁ ወረዳ በታጣቂዎች በተፈጸሙ ተመሳሳይ ጥቃቶች ከ125 በላይ ንፁሀን ተገድለዋል። በተጨማሪም በኢትዮጵያና ኬንያ ድንበር አቅራቢያ በሚገኘው ሞያሌ ከተማ በኦሮሞ እና በሶማሌ ማኅበረሰቦች መካከል ግጭት መከሰቱን የሚዲያ ዘገባዎች አመልክተዋል። ይኽም ጥቃት የአገዛዙ ጋር የተሰለፉ ኃይሎች በንፁሀን ላይ የግድያ ጥቃት እና የንብረት ውድመት ያደረሱ ሲሆን፣ ይኽም ለዜጎች በከፍተኛ ደረጃ መፈናቀል ምክንያት ሆኗል።
መስከረም 2019 ዓ.ም. አጋማሽ ላይ በሰሜን ምሥራቅ አማራ የሚካሔደው ውጊያ አይሎ ወደ አጎራባች ትግራይ እና አፋር ክልሎች ተስፋፍቷል። በዚህም ምክንያት በራያ ግዛት ውስጥ በሚገኙ ወረዳዎች ማለትም ራያ ቆቦ፣ አላማጣ፣ ራያ አላማጣ እና አካባቢው በሲቪሎች ላይ የሚፈጸመው ጥቃት ተባብሷል። በተለይም በአገዛዙ ጥምረ ኃይሎች እና በትግራይ ክልል ኃይሎች የዘፈቀደ በሚፈጸም የከባድ መሣሪያ ድብደባ ምክንያት ጉዳቶች ደርሰዋል። የአገዛዙ ጥምረ ኃይሎች በራያ ግዛት ሥር ያሉ ወረዳዎችን ቁጥጥር ከአገዛዙ ጋር ለተሰለፉ የትግራይ የሰላም ኃይል እና ለአጋር ቡድኖች (ስምረት እና የራያ ዲሞክራሲያዊ ፓርቲ) አሳልፈው የሰጡ ሲሆን፣ እነዚህ አካላት በራያ አማራ ሕዝብ ላይ የማንነት ተኮር ጥቃቶችን፣ ስደት እና እንግልት ማድረስ ቀጥለዋል።
በተጠቀሰው የዘገባ ጊዜ ውስጥ የአማራ ማኅበር በአሜሪካ በአማራ ክልል በሚገኙ 14 ወረዳዎች እና ስድስት ዞኖች ውስጥ ከ24 በላይ የአየር ጥቃቶችን መዝግቧል። እነዚህ ጥቃቶች በሌተናንት ጄኔራል ይልማ መርዳሳ በሚመራው የፌደራል አየር ኃይል የተፈጸሙ የሰው አልባ አውሮፕላን እና የጄት ቦምብ ጥቃቶችን ያካተቱ ናቸው። ጥቃቶቹ የትምህርት ተቋማትን ባልተመጣጠነ ሁኔታ ኢላማ ያደረጉ ሲሆን፣ በህፃናት ላይ የደረሰውን ጉዳት ጨምሮ በደርዘን የሚቆጠሩ የንፁሀን ጉዳቶችን እና ከፍተኛ የንብረት ውድመትን አስከትለዋል። ለምሳሌ በጥቅምት 10 ቀን 2019 ዓ.ም. የፌደራል አየር ኃይል በፈጸመው የሰው አልባ አውሮፕላን ጥቃት፣ በደቡብ ጎንደር ዞን ደራ ወረዳ የሚገኘውን የሳና የመጀመሪያ ደረጃ ትምህርት ቤት በትምህርት ሰዓት መትቷል። በቅድመ መረጃዎች መሠረት ከተጎዱት መካከል ቁጥራቸው ቀላል የማይባል ህፃናት ይገኙበታል። ማኅበሩ ጥቃቱ ከደረሰ በኋላ ነዋሪዎች ሲሸሹ የሚያሳዩ ተንቀሳቃሽ ምስሎችን አግኝቷል።
ቀጣይነት ያለው የዘፈቀደ እስራት፣ እገታ እና አስገዳጅ ውትድርና
ከሴፕቴምበር 2026 (ነሐሴ 26 ቀን 2018 ዓ.ም.) ጀምሮ የአማራ ማኅበር በአሜሪካ በአማራ እና ኦሮሚያ ክልሎች በሚገኙ ስድስት ወረዳዎች እና አምስት ዞን አስተዳደሮች ውስጥ የአገዛዙ አካላት የተሳተፉባቸውን 277 የዘፈቀደ እስራቶች እና እገታዎችን ያካተቱ ስድስት አጋጣሚዎችን መዝግቧል። እነዚህ አጋጣሚዎች በሰሜን ወሎ፣ ሰሜን ሸዋ፣ ምሥራቅ ጎጃም፣ ማዕከላዊ ጎንደር እና ምሥራቅ ወለጋ ዞኖች ሥር በሚገኙ ቆቦ፣ አላማጣ፣ ደራ፣ እናማይ፣ ወገራ እና ጊዳ አያና ወረዳዎች ተመዝግበዋል። ተጎጂዎቹ የትምህርት ባለሙያዎችን፣ የተፈናቀሉ ቤተሰቦችን እና ከአፋብን አባላት ጋር የቤተሰብ ዝምድና አላቸው ተብለው የተከሰሱ ሰዎችን ያካትታሉ። በተጨማሪም እገታዎቹ በአገዛዙ አካላት የሚፈጸሙ ቀጣይነት ያላቸው የነዋሪዎች (ወጣቶችን ጨምሮ) አስገዳጅ ውትድርና አካል እንደሆኑ ተገልጿል።
አብዛኛዎቹ የዘፈቀደ እስራቶች በነሐሴ 2018 ዓ.ም. መጨረሻ ላይ በምሥራቅ ወለጋ ዞን ጊዳ አያና ወረዳ ውስጥ ከተከሰተ አጋጣሚ ጋር የተያያዙ ናቸው። አጋጣሚው የተፈጠረው ተጠልለው በሚገኙ የተፈናቀሉ ነዋሪዎች ላይ የተፈጸመ ከባድ የመሣሪያ ጥቃትን የሚያካትት ሲሆን፣ በመቀጠልም የአገዛዙ አካላት ወደ ስፍራው በመግባት እናቶችን፣ ህፃናትን እና አረጋውያንን ጨምሮ ከሁለት መቶ በላይ ነዋሪዎችን አስረዋል። ባለው የመገናኛ አውታር መቋረጥ ምክንያት የአማራ ማኅበር በአሜሪካ የታሰሩት ሰዎች ያሉበትን ሁኔታ ማረጋገጥ አልቻለም። በተጨማሪም በጥቅምት 2019 ዓ.ም. መጀመሪያ የመገናኛ ብዙኃን ዘገባዎች እንደጠቆሙት ታጣቂዎች በኦሮሚያ ክልል አርሲ ዞን ሽርካ እና ሆንቆሎ ዋቤ ወረዳዎች በተደጋጋሚ ነዋሪዎችን አግተዋል።
የአገዛዙ ጭቆና እና የፖለቲካ ቅሬታዎችን ሕገ ወጥ የማድረግ ጥረት
የአማራ ማኅበር በአሜሪካ ቀደም ሲል ባወጣው መግለጫ፣ ከሦስት ዓመታት በላይ የታሰሩ በመቶዎች የሚቆጠሩ የአማራ ፖለቲካ እስረኞች ከእስር እንደሚለቀቁ ዋስትና ተሰጥቷቸው፣ የካዱትን ወንጀል እንዲያምኑ ማስገደድ እንደተፈጸመባቸው ገልጿል። ከፖለቲካ እስረኞቹ መካከል የተቃዋሚ አመራሮች፣ ሐኪሞች፣ ጠበቆች፣ ነጻ ጋዜጠኞች እና ሌሎችም በአማራ ብሔር ማንነታቸው እና/ወይም በፖለቲካ አመለካከታቸው ምክንያት ኢላማ የተደረጉ ይገኙበታል። ይኽ የማስገደድ ሒደት በአገዛዙ በሚደጎመው የኢትዮጵያ ሰብአዊ መብቶች ኮሚሽን (ኢሰመኮ) ዋና ኮሚሽነር ብርሃኑ አደሎ የተመቻቸ እንደነበር ተዘግቧል።
በዚህ ማዕቀፍ በርካታ እስረኞች የተለቀቁ ቢሆንም፣ በመስከረም 2019 ዓ.ም. አጋማሽ ላይ ከ29 በላይ የሚሆኑ ታዋቂ የኅሊና እስረኞች በቃሊቲ፣ ቂሊንጦ እና አባ ሳሙኤል እስር ቤቶች ወደሚገኙ የተለያዩ ማቆያዎች የተዛወሩ ሲሆን፣ ሕይወታቸውን ለከፍተኛ አደጋ የሚያጋልጥ አስቸጋሪ እና ኢ-ሰብአዊ ሁኔታ ገጥሟቸዋል። በጣም አሳሳቢው ሁኔታ ቀደም ሲል የነበረባቸው የጤና ችግር እየባሰባቸው በጽኑ ሁኔታ ውስጥ የሚገኙት የኅሊና እስረኛው ዶ/ር ወንድወሰን አሰፋ ጉዳይ ነው። እነዚህ እርምጃዎች ለብዙ ዓመታት በሠላማዊ መንገድ በተደጋጋሚ የተገለጹ እውነተኛ የፖለቲካ ቅሬታዎችን ሕገ-ወጥ ለማድረግ የሚደረገውን የተቀናጀ ጥረት ያሳያሉ።
በሀገሪቱ ሰሜናዊ ክፍል ውጊያው እንደገና ካየለበት ጊዜ ጀምሮ የራያ ግዛት ነዋሪዎች ተደጋጋሚ የሰብአዊ መብቶች ጥሰት፣ ጭቆና፣ መፈናቀል እና ተያያዥ ሰብአዊ ፈተናዎች ሲደርሱባቸው ቆይተዋል። የግዛቱ አስተዳደራዊ ቁጥጥር ለትግራይ የሰላም ኃይል እና ለአጋር ቡድኖች (ስምረት እና የራያ ዲሞክራሲያዊ ፓርቲ) ከተላለፈ ጀምሮ ነዋሪዎች በአማራ ማንነታቸው እና/ወይም ከኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተክርስቲያን (ኢኦተቤ) ጋር ባላቸው ቁርኝት ምክንያት የሰብአዊ መብት ጥሰቶች ሲፈጸሙባቸው ቆይተዋል። ጥሰቱ የሚካሔድባቸው አካባቢዎች አላማጣ፣ ራያ አላማጣ፣ ራያ ባላ፣ ኮረም፣ ኦፍላ እና አካባቢው ያሉ አስተዳደሮችን ያካተቱ ናቸው።

የአማራ ማኅበር በአሜሪካ ተጽዕኖ ፈጣሪ ሀገራት፣ ዓለም አቀፍ ተቋማት እና የሰብአዊ መብት ድርጅቶች በኢትዮጵያ ውስጥ እየታዩ ያሉ የሰብአዊ መብት ጥሰቶችን፣ የኦሮሞ ብልጽግና አገዛዝን እና አጋር ቡድኖችን በቀጥታ ማውገዝን ጨምሮ በጋራ እንዲያወግዙ ጥሪውን ይቀጥላል። ማኅበሩ ዓለም አቀፍ አጋር ሀገራት እና የገንዘብ ተቋማት ተጨማሪ ጥሰቶችን ለመፈጸም የሚውሉ የጦር መሣሪያዎችን ለመግዛት ሊውል የሚችል ማንኛውንም የገንዘብ እርዳታ እንዲያቆሙ ጥሪ ያቀርባል። በተጨማሪም አጋሮች ሰብአዊ መብቶች እንዲከበሩ ለማድረግ እና በኢትዮጵያ ውስጥ ሠላም እና መረጋጋትን ለማስፋፋት የተመረጡ አካላት ላይ ያተኮሩ ማዕቀቦች እና ሌሎችንም የዲፕሎማሲያዊ መሣሪያዎችን እንዲጠቀሙ ይጠየቃሉ።
