On July 23, 2026 the Amhara Association of America (AAA) testified at the Office of the United States Trade Representative (USTR) 2026 African Growth and Opportunity Act (AGOA) eligibility hearing in Washington, D.C., USA. Prior to the hearing AAA submitted a written letter to the USTR calling for Ethiopia not to be reinstated to AGOA. Read the following message from AAA Chairman Tewodrose Tirfe which captures the messages conveyed during the oral testimony and in the written submission.
Message from AAA Chairman Tewodrose Tirfe
“AAA continues to call on influential nations and international financial institutions to cease unconditional monetary support for the Abiy Ahmed led Oromo Prosperity Party (OPP) regime in Ethiopia. As part of this initiative on July 14, 2026 AAA filed a public submission to the Office of the United States Trade Representative (USTR) calling for the OPP regime not to be reinstated to the African Growth and Opportunity Act (AGOA) on grounds that internationally recognized human rights violations continue to be committed by the regime.
While AAA supports AGOA and expanded U.S.-Africa trade in principle, AGOA’s benefits are conditioned on respect for human rights, and a regime that conducts drone strikes on Amhara civilians and churches, imprisons elected officials without due process, and prosecutes journalists under false terror charges fails that test. There can be no reinstatement without an end to genocide and war, the release of political prisoners, restoration of basic services, unimpeded humanitarian access, and accountability of perpetrators.”

በኀምሌ 16 ቀን 2018 ዓ.ም. በዋሽንግተን ዲ.ሲ. አሜሪካ በተካሄደው የዩናይትድ ስቴትስ የንግድ ተወካይ ቢሮ (USTR) የ2026 የአፍሪካ ዕድገትና ዕድል አዋጅ (AGOA) ብቁነት ማረጋገጫ መድረክ ላይ የአማራ ማህበር በኣሜሪካ ምስክርነቱን ሰጥቷል። ከመድረኩ በፊት የአማራ ማኅበር በአሜሪካ ኢትዮጵያ ወደ አጎዋ (AGOA) እንዳትመለስ የሚጠይቅ የጽሁፍ ደብዳቤ ለዩናይትድ ስቴትስ የንግድ ተወካይ ቢሮ አስገብቶ ነበር። በቃል ምስክርነት እና በጽሁፍ የተላለፉትን የማኅበሩ ሊቀመንበር የአቶ ቴዎድሮስ ትርፌ መልእክት ከታች ጠቅለል ብሎ ቀርቧል።

«የአማራ ማኅበር በአሜሪካ ተፅዕኖ ፈጣሪ ሀገራት እና ዓለም አቀፍ የገንዘብ ተቋማት በአቢይ አህመድ ለሚመራው የኦሮሞ ብልፅግና ፓርቲ ስርዓት ያለምንም ቅድመ ሁኔታ የሚያደርጉትን የገንዘብ ድጋፍ እንዲያቆሙ ጥሪ ማቅረቡን ይቀጥላል። የዚህ ጥረት አካል በመሆን፣ ማኅበሩ ሐምሌ 7 ቀን 2018 ዓ.ም. ስርዓቱ በዓለም አቀፍ ደረጃ የታወቁ የሰብአዊ መብት ጥሰቶች እየፈፀመ በመሆኑ የኦሮሞ ብልፅግና ፓርቲ ስርዓት ወደ አፍሪካ ዕድገትና ዕድል አዋጅ (AGOA) እንዳይመለስ የሚጠይቅ ይፋዊ ማመልከቻ ለዩናይትድ ስቴትስ የንግድ ተወካይ ቢሮ (USTR) አስገብቷል።
የአማራ ማኅበር በአሜሪካ በመርህ ደረጃ AGOAን እና የተስፋፋውን የአሜሪካ-አፍሪካ ንግድ የሚደግፍ ቢሆንም፣ የAGOA ጥቅሞች በሰብአዊ መብቶች መከበር ላይ የተመሰረቱ ናቸው። በአማራ ተወላጅ ንፁሀን እና አብያተ ክርስቲያናት ላይ የሰው አልባ አውሮፕላን ጥቃት የሚያካሂድ፣ የተመረጡ ተወካዮችን ሕጋዊ ሒደት ሳይከተል የሚያስር እና ጋዜጠኞችን በሐሰተኛ የሽብር ክስ የሚከስ ስርዓት መስፈርቱን ያሟላል ማለት አይቻልም። የዘር ማጥፋት እና ጦርነት ሳይቆም፣ የፖለቲካ እስረኞች ሳይፈቱ፣ መሠረታዊ አገልግሎቶች ሳይመለሱ፣ ያለምንም እንቅፋት የሰብአዊ እርዳታ ተዳራሽነት ሳይረጋገጥ እና ጥፋተኞች ለሕግ ሳይቀርቡ ወደ AGOA መመለስ ሊኖር አይገባም።»
