War updates from Amhara Region, Ethiopia – December 22nd to 28th, 2025

Overview


For the week of December 22nd to 28th, 2025, fighting between the Amhara Fano self-defense force (Fano) and Oromo Prosperity Party regime joint forces (regime forces) has continued in various parts of Amhara Region in Ethiopia.


  • This week battle events and rights violations were recorded in more than 42 woreda/city administrations across 11 zonal administrations in Amhara Region. These zones included the North Wollo, South Wollo, North Shewa, East Gojjam, West Gojjam, Awi, North Gojjam, South Gonder, Central Gonder, North Gonder and Welkait-Tegede-Setit Humera Zones. Developments were also recorded in Jimma and East Wollega Zones of Oromia Region, and in Addis-Ababa city.


  • Civilian casualties were recorded in 6 woreda/city administrations across 5 zonal administrations in Amhara Region. These included Raya-Kobo, Bugna, Lasta, Enemay, Jabi-Tehnan, Guagusa-Shikudad and Setit Humera Woredas in North Wollo, East Gojjam, West Gojjam, Awi and Welkait-Tegede-Setit Humera Zones. In addition, civilian casualties were recorded in Gida-Ayana Woreda of East Wollega Zone in Oromia Region, implicating Oromia Region Special Forces (OSF).


  • Drone activity was recorded in 3 woreda/city administrations across 3 zonal administrations in Amhara Region. These included Ambassel, Kewet and Bure-Zuriya Woredas in South Wollo, North Shewa and West Gojjam Zones. Civilian casualties were reported in one of the incidents.


  • Arrests were recorded in Jimma Zone of Oromia Region and in Addis-Ababa city. In Jimma Zone, arrests targeted ethnic Amhara farmers who faced property loss from local Oromo merchants working alongside Oromia Region authorities. Furthermore, abductions were reported in Alamata city and Raya-Alamata Woreda of North Wollo Zone in Amhara Region implicating Tigray People’s Liberation Front (TPLF) forces. TPLF forces targeted ethnic Amhara communities and religious figures affiliated with the Ethiopian Orthodox Tewahedo Church (EOTC).


  • This week reports indicate that the OPP regime has begun implementation of a civil service restructuring initiative in Addis-Ababa city, which has led to mass dismissals and demotions of ethnic Amhara employees.
