FANA Condemns the Abiy Ahmed Regime for Escalating War Crimes Against Amhara Civilians and Calls for Immediate International Action


The Federation of Amharas in North America (FANA) urgently calls upon the United Nations, international human rights institutions, democratic governments, and all concerned global actors to hold the regime of Abiy Ahmed Ali fully accountable for the open and systematic war it has waged against Amhara civilians.


For nearly three years, the Ethiopian government has claimed to be conducting “law-enforcement operations” in the Amhara region. In reality, independent reporting and survivor testimony consistently show that Amhara civilians—not combatants—have been the primary targets of the regime’s military campaign. The scale, consistency, and brutality of these attacks constitute grave violations of international humanitarian law and rise to the level of war crimes and crimes against humanity.


Deliberate Communications Blackout as a Cover for Atrocities


The regime has imposed a total shutdown of telecommunications and internet services across large areas of North Shewa, East Gojjam, and South Wollo. This blackout is not incidental—it is a deliberate strategy to conceal atrocities, obstruct documentation, and prevent the world from witnessing the escalating violence against the Amhara population. Communications blackouts are widely recognized as precursors to mass atrocities, and the current situation in Amhara is no exception.


New Wave of Mass Killings in South Wollo


Beginning February 3, 2026 (Ter 26, 2018 E.C.), the regime launched a coordinated and brutal offensive across multiple kebeles in the Wogedi District of the South Wollo Zone. Under the command of General Admasu Alemu and General Zewdu Setarge, and supported by the Republican Guard, government forces deployed drones, BM rocket launchers, and heavy artillery against civilian areas.


Preliminary reports indicate:

  • Large numbers of civilians extrajudicially killed

  • Entire families wiped out inside their homes

  • Widespread destruction of residential areas

  • Indiscriminate bombardment of villages

  • Targeted killings of unarmed men, women, and children


In one documented case, a family of six was slaughtered inside their home. These are not battlefield casualties—they are deliberate attacks on civilians.


These atrocities in Wogedi are unfolding alongside a broader, coordinated campaign of violence across several Amhara regions, including Raya and Telemet, where government forces and allied militias have intensified attacks on civilian communities over the past two weeks. These operations have resulted in mass internal displacement, with thousands of families fleeing their homes amid reports of killings, house burning, and targeted persecution. The simultaneous nature of these offensives underscores that the regime’s actions are not isolated incidents but part of a deliberate, multi-front assault on the Amhara population.


A Regime Defined by Impunity and Systematic Violence


Since coming to power, Abiy Ahmed Ali and his administration have presided over:

  • Mass killings of Amhara civilians across multiple regions

  • Forced displacement of millions

  • Arbitrary detention, torture, and enforced disappearances

  • Widespread sexual violence

  • Drone strikes on residential areas, schools, and marketplaces

  • Destruction of livelihoods and humanitarian blockades


These crimes are not isolated events but components of a sustained campaign of persecution targeting the Amhara people.


FANA condemns, in the strongest possible terms, all war crimes committed by the Abiy Ahmed regime. We call for:

  1. An immediate international investigation into all atrocities committed against Amharas since 2018.

  2. Public condemnation by global leaders and human rights institutions.

  3. Targeted sanctions against individuals and entities responsible for mass atrocities.

  4. Unrestricted humanitarian access to affected areas.

  5. Protection mechanisms for civilians at imminent risk of further attacks.

  6. International monitoring of the communications blackout and military operations in Amhara.


Silence enables genocide. The world must not allow the Ethiopian government to continue committing atrocities behind a wall of censorship and impunity.
