Call for the Immediate Release of All Amhara Prisoners of Conscience in Ethiopia
Summary
The Amhara Association of America (AAA) expresses concern over the continued arbitrary detention of over twenty-nine high-profile Amhara prisoners of conscience in Ethiopia. These include men and women deemed influential who were detained for their ethnic Amhara identity and/or political views by the Abiy Ahmed-led Oromo Prosperity Party (OPP) regime since peaceful civil demonstrations and the expansion of the regime’s genocidal war on Amhara people in April 2023. Amid renewed patterns of genocidal violence, the OPP regime has used the recent sham election and national dialogue not as genuine democratic processes but rather as instruments of authoritarianism, genocide denial, and injustice towards the general public and the many political prisoners who continue to languish in detention facilities throughout Ethiopia. AAA continues to stand in solidarity with victims and families of Amhara Genocide and reiterates its call for the immediate and unconditional release of all persons detained for their ethnic Amhara identity or political beliefs.
Situational Overview
Over the past three and a half years, hundreds of high-profile Amhara prisoners of conscience have languished in detention facilities throughout Ethiopia. These include opposition figures, doctors, lawyers, independent media workers, and others detained for their ethnic Amhara identity and/or political views. Over this period, detainees have faced severe human rights abuses including physical assaults, torture, dehumanization, and deprivation of essential provisions, in makeshift detention facilities across the country. The toll of this campaign has had far-reaching impacts beyond the detainees including on family members, dependants and legal professionals who continue to operate under difficult conditions, financial penalties, and a hostile environment.
Following this past June’s sham elections, the OPP regime undertook a rigged national dialogue process after which it attempted to coerce detainees to admit to crimes they previously denied under assurance of release. This “clemency” proposal was reportedly facilitated through Berhanu Adelo, Chief Commissioner of the state-funded Ethiopian Human Rights Commission (EHRC), which has since halted its human rights monitoring activities in the country. Notably the proposal involved detainees being asked to sign a secretive document which contained deeply problematic and inflammatory provisions. According to information received by AAA, the provisions of the document demanded detainees accept responsibility for all loss of life and property in connection with the ongoing war in Amhara Region, associate Amhara identity and cultural heritage with criminality, deem legitimate Amhara political grievances as unlawful, selectively denounce non-state forces within the region as extremists, and to plead guilty on all charges and pledge to accept arbitrary legal repercussions. In recent weeks, a number of detainees were released under unclear circumstances however over twenty-nine highprofile prisoners of conscience remain in detention under volatile human rights conditions.
The status of the twenty-nine high-profile political prisoners reflects a broader pattern of impunity involving profiling, abduction, enforced disappearance, arbitrary detention and accompanying abuses throughout Ethiopia. Since late 2020, AAA has documented incidents accounting for 19,596 arrests or abductions across the country, with the majority (66.3%) of cases occurring after 2023. However, it is estimated that hundreds of thousands of people have been arbitrarily detained or abducted since the resumption of war in Amhara Region in early 2023 alone. These mass detention/abduction campaigns have occurred across Addis-Ababa City, Amhara Region, Oromia Region, Tigray Region and surroundings primarily implicating federal and regional state forces. A significant proportion of abduction cases are also believed to be affiliated with ongoing forced military conscription practices targeting able-bodied adults and minors.
Recommendations
AAA calls for an end to arbitrary detentions in Ethiopia and for the immediate and unconditional release of all persons detained for their ethnic Amhara identity or political beliefs across the country. Furthermore, AAA continues to call on influential nations, international agencies and human rights organizations to join in condemning emerging patterns of human rights violations in Ethiopia, including direct condemnation of the OPP regime and allied groups.
AAA also calls on international partner nations and monetary institutions to cease any and all monetary assistance which may be directed towards the procurement of military equipment to be used to commit further abuses. Additionally, partners are urged to utilize diplomatic tools such as targeted sanctions to encourage respect for human rights, and promote peace and stability within Ethiopia.

ማጠቃለያ
የአማራ ማኅበር በአሜሪካ በኢትዮጵያ ውስጥ በግፍ ታስረው የሚገኙትን ከሃያ ዘጠኝ በላይ አማራ የሕሊና እስረኞችን አስመልክቶ ያለውን ስጋት ይገልጻል። ከሚያዝያ 2015 ዓ.ም ጀምሮ ከተካሄዱት ሠላማዊ ሕዝባዊ ተቃውሞዎች እና በአማራ ሕዝብ ላይ ከተስፋፋው ዘር ማጥፋት ጦርነት ወዲህ በአቢይ አህመድ በሚመራው የኦሮሞ ብልጽግና ፓርቲ አገዛዝ በአማራ ብሔር ማንነታቸው እና/ወይም በፖለቲካ አመለካከታቸው ምክንያት ተጽዕኖ ፈጣሪ ተብለው የታሰሩ ወንዶችና ሴቶችን ያካትታል። የዘር ማጥፋት ጥቃት በድጋሚ በተቀጣጠለበት ሁኔታ፣ የኦሮሞ ብልጽግና ፓርቲ አገዛዝ በቅርቡ የተካሄደውን የይስሙላ ምርጫ እና ሀገራዊ የምክክር ሂደት እንደ እውነተኛ ዲሞክራሲያዊ ሂደት ሳይሆን፣ የአምባገነንነት፣ የብሔር ማጥፋትን የመካድ፣ እንዲሁም በጠቅላላው ሕዝብ እና በኢትዮጵያ በሚገኙ እስር ቤቶች ውስጥ በሚማቅቁ በርካታ የፖለቲካ እስረኞች ላይ የሚፈጸም የበደል መሣሪያ አድርጎ ተጠቀምቦበታል። የአማራ ማኅበር በአሜሪካ ከአማራ የዘር ማጥፋት ሰለባዎች እና ቤተሰቦች ጋር ያለውን አጋርነት አሁንም የሚያረጋግጥ ሲሆን፣ በአማራ ብሔራቸው ወይም በፖለቲካ እምነታቸው ምክንያት የታሰሩ ሁሉ ያለ ምንም ቅድመ ሁኔታ በአስቸኳይ እንዲፈቱ ከዚህ ቀደም ያቀረበውን ጥሪ በድጋሚ ያቀርባል።
የሁኔታው አጠቃላይ እይታ
ለባለፉት ሦስት ዓመት ተኩል ጊዜያት፣ በመቶዎች የሚቆጠሩ ታዋቂ አማራ የሕሊና እስረኞች፣ በኢትዮጵያ በሚገኙ ልዩ ልዩ እስር ቤቶች ውስጥ ሲማቅቁ ቆይተዋል። እነዚህም የተቃዋሚ ፖለቲከኞችን፣ ዶክተሮችን፣ ጠበቆችን፣ የነጻ መገናኛ ብዙሃን ባለሙያዎችን እና ሌሎችንም በአማራ ብሔርነታቸው እና/ወይም በፖለቲካ አመለካከታቸው ምክንያት የታሰሩትን ያካትታል። በዚህ ጊዜ ውስጥ ታሳሪዎች በመላ ሀገሪቱ በሚገኙ ጊዜያዊ የእስር ቦታዎች ውስጥ አካላዊ ድብደባን፣ ስቃይን፣ ማዋረድን እና አስፈላጊ የሆኑ መሠረታዊ አቅርቦቶችን መከልከልን ጨምሮ ከባድ የሰብአዊ መብቶች ጥሰት አጋጥሟቸዋል። የዚህ ድርጊት ጉዳት ከታሳሪዎቹ ባለፈ በቤተሰቦቻቸው፣ በእነሱ የገንዘብ ድጋፍ የሚኖሩ ሰዎች እና የሕግ ባለሙያዎችን በከባድ ሁኔታዎች፣ የገንዘብ ችግርና በጭቆና በተሞላ አካባቢ እንዲንቀሳቀሱ ተገደዋል።
ካለፈው ግንቦት ወር የይስሙላ ምርጫ በኋላ፣ የኦሮሞ ብልጽግና ፓርቲ አገዛዝ የተቀናበረ የሀገራዊ ምክክር ሂደትን ያካሄደ ሲሆን፣ ከዚያም በኋላ ታሳሪዎች ከዚህ ቀደም የካዱትን ወንጀል አምነው እንዲቀበሉና እንዲፈቱ ለማስገደድ ሞክሯል። ይህ የ"ምህረት" ጥያቄ የቀረበው የሰብአዊ መብት ክትትል እንቅስቃሴውን ባቆመውና በመንግሥት በጀት በሚንቀሳቀሰው የኢትዮጵያ ሰብአዊ መብቶች ኮሚሽን (ኢሰመኮ) ዋና ኮሚሽነር ብርሃኑ አዴሎ በኩል እንደሆነ ተዘግቧል። በተለይም የቀረበው ጥያቄ ታሳሪዎቹ እጅግ አሳሳቢ እና ችግር ፈጣሪ የሆኑ ድንጋጌዎችን የያዘ ምስጢራዊ ሰነድ እንዲፈርሙ የሚጠይቅ ነበር። የአማራ ማኅበር በአሜሪካ በደረሰው መረጃ መሠረት፣ የሰነዱ ድንጋጌዎች ታሳሪዎቹ በአማራ ክልል ውስጥ እየተካሄደ ካለው ጦርነት ጋር ተያይዞ ለደረሰው የሰው ሕይወትና ንብረት ውድመት ሙሉ ኃላፊነት እንዲወስዱ፣ የአማራ ማንነትን እና ባህላዊ ቅርሶችን ከወንጀለኝነት ጋር እንዲያያይዙ፣ ሕጋዊ የሆኑ የአማራ የፖለቲካ ጥያቄዎችን ሕገ-ወጥ አድርገው እንዲቆጥሩ፣ በክልሉ ውስጥ ያሉ መንግሥታዊ ያልሆኑ ኃይሎችን በመለየት አክራሪ ብለው እንዲኮንኑ፣ እና በቀረበባቸው ክሶች ሁሉ ጥፋተኛ መሆናቸውን አምነው በመቀበል ምክንያታዊ ያልሆኑ ኢ-ሕጋዊ ውሳኔዎችን ለመቀበል ቃል እንዲገቡ የሚጠይቅ ነበር። በቅርብ ሳምንታት ውስጥ ጥቂት ታሳሪዎች ባልተረጋገጠ ሁኔታ ከተፈቱ በኋላም፣ ከሃያ ዘጠኝ በላይ የሚሆኑ የሕሊና እስረኞች አሁንም በአስጊ የሰብአዊ መብት ሁኔታ ውስጥ በእስር ላይ ይገኛሉ።
የነዚህ ሃያ ዘጠኝ ከፍተኛ የፖለቲካ እስረኞች ሁኔታ፣ በመላው ኢትዮጵያ የቀጠለውን ማንነትን መሠረት ያደረገ ጥቃት፣ እገታ፣ በግዳጅ ስወራ፣ ያለአግባብ ማሰር እና ተያያዥ በደሎችን ያለ ተጠያቂነት በሰፊው መቀጠሉን ያሳያል። ከ2013 ዓ.ም. ጀምሮ የአማራ ማኅበር በአሜሪካ በመላ ሀገሪቱ 19,596 እስራትን ያስከተሉ ክስተቶችን የመዘገበ ሲሆን፣ አብዛኛዎቹ (66.3%) የተፈጸሙት ከ2015 ዓ.ም. በኋላ ነው። ነገር ግን በ2015 ዓ.ም. ላይ በአማራ ክልል ጦርነቱ ከተባባሰ ወዲህ በመቶ ሺዎች የሚቆጠሩ ሰዎች ያለአግባብ እንደታሰሩ ወይም እንደታገቱ ይገመታል። እነዚህ ሰፊ የእስር እና እገታ ዘመቻዎች በአዲስ አበባ ከተማ፣ በአማራ ክልል፣ በኦሮሚያ ክልል፣ በትግራይ ክልል እና በሌሎች አካባቢዎች የተካሄዱ ሲሆን፣ በዋናነት የፌደራል እና የክልል የአገዛዙ ኃይሎችን ያሳተፉ ናቸው። ከፍተኛ ቁጥር ያላቸው የእገታ ድርጊቶች ለአካለ መጠን ያልደረሱ ልጆች እና ታዳጊዎች ላይ ባተኮረ የውትድርና ምልመላ ጋር የተያያዙ እንደሆኑ ይታመናል።
ምክረ-ሃሳቦች
የአማራ ማኅበር በአሜሪካ በኢትዮጵያ የሚካሄደው ያለአግባብ ዜጎችን የማሰር እርምጃ እንዲቆም እና በአማራ ብሔር ማንነታቸው ወይም በፖለቲካ አመለካከታቸው ምክንያት የታሰሩ ሁሉ ያለ ምንም ቅድመ ሁኔታ በአስቸኳይ እንዲፈቱ ይጠይቃል። በተጨማሪም ማኅበሩ ተጽዕኖ ፈጣሪ ሀገራት፣ ተቋማት እና የሰብአዊ መብት ድርጅቶች በኢትዮጵያ የተስፋፉትን የሰብአዊ መብት ጥሰቶች፣ የኦሮሞ ብልጽግና ፓርቲን እና አጋር ቡድኖችን በቀጥታ ማኮነንን ጨምሮ፣ እንዲያወግዙ ጥሪውን ያቀርባል። ማኅበሩ በተጨማሪም ዓለም አቀፍ አጋር ሀገራት እና የገንዘብ ተቋማት ወታደራዊ መሣሪያዎችን በመግዛት ተጨማሪ ጥሰቶችን ለመፈጸም የሚውል ማንኛውንም የገንዘብ እርዳታ እንዲያቆሙ ይጠይቃል። በተጨማሪም አጋሮች፣ የሰብአዊ መብቶች እንዲከበሩ እና በኢትዮጵያ ውስጥ ሠላምና መረጋጋት እንዲሰፍን ማስቻል ላይ ያነጣጠሩ ማዕቀቦችን እና ሌሎች የዲፕሎማሲያዊ መሣሪያዎችን እንዲጠቀሙ ያሳስባል።
